A camera cant focus on an object thats on the lense and far away at the same time…its called depth of field.

Anyway the pic is most likely some dust this happens alot with my webcam when ppl walk down the stairs, since the camera is under said stairs.

it could be your cat thats if you have one you have to remembe rthat a web cam is slower than a regular video camera. or it may just be dirt
